Reforms in the
Education Sector after 1988
The State Law and Order
Restoration Council was formed on 18 September 1988 and it assumed
responsibility for the development of the nation. The State Peace and
Development Council took on this responsibility on September 16, 1997.
The State Peace and Development Council has prescribed Our Three Main
Causes as a national task and is working for the emergence of a peaceful,
modem developed nation in accordance with the four political objectives,
four economic objectives and four social objectives. In order to realize
the four social objectives - uplift of the morale and morality of the
entire nation, uplift of national prestige and integrity and preservation
and safeguarding of cultural heritage and national character, uplift of
dynamism of patriotic spirit and uplift of health, fitness and education
standards of the entire nation, relevant education policies and objectives
have been formulated and education programmes are being implemented. Since
1998 nationwide seminars have been held in both basic and higher education
annually to prepare education promotion programmes and assess progress.
Human Resource Development
Activities
In accordance with the
evolving economic system and the needs of the nation, intellectuals and
technicians are being produced by professional institutes and arts and
science universities. In parallel with the courses opened by higher
education institutions, courses that will be useful to young people in
their future professions are being conducted by the Centres for Human
Resource Development. As an alternative means to producing the required
number of skilled human resource, the National Centre for Human Resource
Development (NCHRD) was established at the Department of Higher Education
(Lower Myanmar) and Centres for Human Resource Development were
established at all higher education institutions on 28 May 1998. With the
aim of giving more choices and opportunities to learners, these centres
are offering certificate, diploma and degree courses. This arrangement is
known as one campus - multi-sys- tem arrangement and has proved to be very
popular.
